Default 1990 jeep cherokee gas issue

So my fuel pump went out and I replaced it with a delphi. drove it fine for a day, and then she died on me once more. i pulled the pump again thinking a wire came loose, but no such luck. i teplaced the fuel filter but couldn't get the retaining clip set with the fuel pump to seal that up properly.. With it partially in I got it started up but it died quickly (I'm assuming that it lost pressure). I got it clipped in and everything set up, went to start it and now I get nothing. It turns over but no ignition. I'm close to throwing in the towel, anybody have any ideas?

Kinda hard to understand, sorry the engine is getting fuel? 31 psi, 39 with the vacuum line disconnected.

Check for fuel at rail yet how about spark is that present ?

Got a spark plug tester and I'm getting power from the distributer to the spark plugs and they seem to be working fine. Honestly, I don't know how to check the pressure at the fuel rail, but it seems like that's the only thing left. I know for a fact the fuel pump's wiring isn't switched and I know the fuel filter is put in correctly. So let's say it's the fuel rail, what do?

Edit: What is the general consensus on a possible CPS failure?

What do you mean by priming? I can hear it start when I turn the ignition. and apparently it's not the CPS because I have spark?

Edit: After I try to start it up and it just cranks over, the engine area smells like it's flooded. Ya know, similar to a lawnmower or snowmobile or whatever, is there a chance my fuel injectors could be clogged? I've tried starter fluid and that won't even kick it on for a second.

Correct on the CPS. Bad CPS = No spark.

You should hear the pump prime for about 3-5 seconds after turning the key to the "ON" position, before starting. Turning the key off and on again should result in a shorter priming period of 1-3 seconds. Doing it a 3rd time will usually result in no priming as the system has been pressurized. To check fuel pressure at the shrader valve on the fuel rail you'll need a fuel pressure gauge that screws into that valve. As Turbo said, it should be at 31 psi or 39 psi with the vacuum line disconnected (I believe it's the vacuum line going into the throttle body but maybe Turbo X_J can elaborate?).

Starter fluid wont make it fire smelling gas ...sure its got spark at plugs ?
