Default 1993 Cherokee Country hood latch problems.

Hi all, I've got a 1993 Cherokee Country from Colorado the hood release latch is shot, it's never been lubed dosen't work and the guy that I bought it from cut the rods for the hood latches to lock on completely off.
I've got a hood pin kit to just drill the holes and install them. I can feel the bolt that holds the bracket to the vehicle but no way to get a wrench in there. Is it captive nuts on the inside? And pull off the old parts and thread the hood pins in and lock them down with a double nut?
the secondary latch works but gotta get it straight so I'm not dealing with some wire for assurance that it won't fly open an mess that and the windshield up.
It's a really nice jeep for the year, solid, lower miles, 4.0. Thanks for any advice, I think it'd be easier just putting the hood pins in.

Sorry if I was a little vague, I do all the work I can on my jeeps.
the handle inside, cable and release under the hood are shot. I want to put hood pins in with clips to keep the hood down and secured. I was asking for advice on doing that, it feels like the hood attachment brackets are threaded on to a captive nut underneath, but no way to get to them.
any info on size of those or what to get for a hood pin replacement? I've got a hood pin kit and it looks like 1/2 or 5/8 that I can thread in after I get the old stuff off and lock it down with another nut.
.if I'm wrong please correct my thought on this. Thanks very much, going to do this tomorrow.

If it is in good shape, has low miles and is mostly original I would go with the OE hood latch setup. New or salvage parts (local salvage yard or ebay) will be available however 1996 and older Cherokees are getting harder to come by in salvage yards.
