1994 cherokee country horn troubleshoot / clockspring?
1994 cherokee country.
both horns look rusty and trashy and do not work.
horn sound was weak and feeble and as people describe, sounding like the bleat of a dying sheep or cattle, until finally, nothing, silence.
but i really would like to find out if there is something other than the horn that needs attention.
this vehicle is equipped with cruise control on the turn signal stalk, and has NO airbags anywhere, including the steering wheel column, so i really am wondering if the steering column has a clockspring.
can anyone confirm this?

Well the rules say not to post FSM's.. but if you google search for the parts catalog you may find an answer...
On a side note, when my clockspring went out, pushing the cruise control button sounded the horn.. was pretty cool..

i'm not sure what 'FSM' stands for , so if i am in violation of the rules, then i claim newbie ignorance.
but i found a nice diagram of the steering column worth viewing for anyone interested.
also, just discovered there is a 25amp fuse #11 related to the horn relay. i haven't checked that yet. and from my experience troubleshooting nonworking headlights and a 'faulty' headlight switch, i spent hours realizing it was just a blown fuse.

Had a few mins so looked up the parts manual for the 94.. The one I found is a little different from the one you posted, but it does not show a clockspring for that year..

The 94 did not have a clockspring as it had no airbag. First year for that stuff was 95. But even it didnt have a clockspring, as it was 100% mechanical (95-96). No wires. The clockspring didnt come about until 97.

i'm 99.999999% sure the HORNS ARE BAD. they are on order (high and low end) from rock auto. the cheapest i could find anywhere, although shipping was 2/3 the cost of both horns. scheduled to arrive friday. i'll keep you updated on the my progress.
after a few simple voltage tests, i confirmed the wires connecting to both horns were supplying power.
the odd thing that was happening was that the 25amp fuse in the #11 slot was consistently blowing (not to be confused with the sound of the horn) SEE FUSE BOX DIAGRAM. (also with RELAY config)
i'm also including a wiring diagram. i highlighted and labeled the #11 25amp fuse.
what was causing the 25amp fuse to blow? well i believe it was a bad ground on the horn on the driver's side, causing a dead short. i'm really not sure if that is the the correct electrical terminology, as i was only the apprentice in this procedure. i enlisted the help of a more qualified family member to help with my situation.
the key to all of this was that we ran a battery jumper cable directly off the battery -- BE CAREFUL if you do this, i do NOT recommend this unless you have experience!
the horn on the passenger side made NO sound at all when the hot cable was touched to the positive terminal (remember the negative battery cable jumper terminal needs to be securely grounded).
when tested with the horn the driver's side, it made a very faint sound, but more importantly, would throw some sparks as well. so we determined it was causing the short, and the fuse to blow.
as i said, 99.99999% sure those were factory 27 year old horns, and finally died.
