1994 Cherokee transmission mount HELP

1994 Cherokee transmission mount HELP
So I just replaced my transmission mount and when bolting the crossmember back up one bolt on each side is spinning freely.
I think the weld on the inside of the frame may have snapped.
What does this mean?
Is it safe to drive like this or do I need to take it to a shop and have them welded?
I do not have the tools to fix it myself.

I do not have a Haynes manual and I cant find the torque specs for the mount bolts.
I cinched them up pretty good but I would like to get them to spec.
If anybody knows that would be awesome,
