1995 Cherokee Injectors Do Not Fire

I have a 1995 Jeep Cherokee 4x4 that has been sitting for awhile. A rat or squirrel has nibbled on some wire of which I have fixed. The fuel pump had gummed up and I replaced it and now have fuel to the rail. I can squirt starting fluid in breather, and it cranks for a second. My injectors are not firing. I have tested the wires and neither wire has voltage when switch is on. I have exhausted looking over the wiring and obvious things. What are some other options that I could do to troubleshoot? Also does anyone have wiring diagrams that could help? Thanks for any information you may have.

The injectors should have 12v on one wire and the ECU pulses ground to the other. If you don't have 12v at one wire, check the fuses and relays in that circuit.
