1996 XJ - NO Cranking

Model: Cherokee
Engine: 4.0
1996 XJ - NO Cranking
Battery looks good.
Lights come on.
Radio comes on.
Horn works.
TURN KEY TO START AND ......
NO Cranking.
Radio cuts out as expected, and comes back on when key is released.
Battery indicator DOES NOT drop when trying to crank.
SUSPECT ---> Starter/Solenoid.
Is there a way to JUMP the solenoid and crank the starter to verify the solenoid or starter is bad?

RESOLVED: ( sort of )
Checked for 12 VDC on starter at large terminal ( direct to battery ). Read 12 VDC
Checked for 12 VDC on switched terminal on starter. Read 11.9 VDC
Pulled the starter and on the bench it seemed to work fine.
Cleaned all contacts and cables.
Reinstalled and the XJ cranked and started.
One of two possibilities...
1) Intermittent starter problem.
2) Contact resistances due to build up over time.
Checked for 12 VDC on starter at large terminal ( direct to battery ). Read 12 VDC
Checked for 12 VDC on switched terminal on starter. Read 11.9 VDC
