1998 4.0 Cherokee- Wont set off in 1st.

I have a 1998 Jeep Cherokee 4.0 and when its in drive it will leave in 2nd. Doesnt go into first if I floor it or anything just stuck in 2nd then shifts up to 3rd and 4th no problem.
If i put it in 1-2 then it will stay in first untill a few thousand rpm then it will shift into 2nd. Because of this im thinking its and electrical problem.
At first i thought it was the TPS sensor as i had a similar problem with my ZJ and that solved it but just changed the TPS on the Cherokee and it still doesn’t work.
Any suggestions on what it could be? Thanks

Starting in 2nd is odd, because both solenoids are engaged in 2nd. A bad TPS shouldn't cause it to start in 2nd. Failed speed sensor would result in not upshifting. I'd check with a meter and see if the trans computer is actually powering both solenoids when stopped. Fluid level good and throttle->trans cable adjusted correctly?
1st - Solenoid 1
2nd - Solenoids 1&2
3rd - Solenoid 2
4th - No Solenoids
1st - Solenoid 1
2nd - Solenoids 1&2
3rd - Solenoid 2
4th - No Solenoids

Fluid level seems to be fine. Ive also tried playing with the cable and it doesn’t seem to change anything.
The problem also happened once at first then it went away and didn't happen again for a few days then it happened again and is still like that.
