Default 1999 Cherokee 4.0 Code P1694 Will Crank, No Start

So I just purchased this jeep in non-running condition. I am getting 2 codes, P1694 and P0758. I read the diagnostic procedure for P1694 and ran a jumper wire from the white/black wire on the gray PCM connector the white/black connector for the TCM which is the - CCD bus wire and I am only getting .9 ohms. I did the same for the + CCD BUS wire and am getting .9 ohms for that wire as well. According to the procedure I read it points to a faulty TCM. Is this the only thing it could be with the ohm readings I found? I am getting 5 volts at the orange wire for the CPS, Tps, and Map sensor. 60 ohms between 3 and 11 on the dlc with the neg battery disconnected. Also getting 2.4v from pin 3 to 5, and 5 to 11 on the dlc with the battery connected and key on. Any information you can provide me with is greatly appreciated!

what does your meter read with leads shorted together? "0"? check that b4 measuring.

.9 sounds like or is like a short on signal lines

Meter reads .4-.5 when touching leads. This is the procedure I was following:

P1694 Diagnostic Procedure
1. Using scan tool, clear TCM DTCs. Start engine and let idle for at least 2 minutes. Using scan tool, retrieve TCM DTCs. If DTC P1694 returns, go to next step. If DTC P1694 does not return, go to step 5.

2. Check instrument cluster gauges for proper operation. If fuel gauge and speedometer operate properly, go to next step. If fuel gauge and speedometer do not operate properly, see appropriate INSTRUMENT PANELS article.

3. Turn ignition off. Disconnect Gray PCM harness connector. PCM is located at left front of engine compartment. Disconnect TCM harness connector. Measure resistance of CCD BUS (-) circuit (White/Black wire) between TCM harness connector and Gray PCM harness connector. If resistance is more than 5 ohms, repair open in CCd BUS (-) circuit (White/Black wire). If resistance is 5 ohms or less, go to next step.

4. Measure resistance of CCD BUS (+) circuit (Violet/Brown wire) between TCM harness connector and Gray PCM harness connector. If resistance is more than 5 ohms, repair open in CCd BUS (+) circuit (Violet/Brown wire). If resistance is 5 ohms or less, replace TCM.

5. Conditions necessary to set DTC P1694 are currently not present. Inspect related wiring and harness connectors. See WIRING DIAGRAMS. Repair as necessary. If no problem is found, check for broken, bent, backed-out or corroded terminal pins. Check for chafed, pierced or partially broken wires inside insulation. Repair as necessary.

Maybe I am misreading it, but is it not just performing a continuity test on the CCD BUS + and - Wires?

yeah could be. does it test them to ground? test for volts on them when running? i have not done that test, just was checking your meter!! sounds good.

So I got it started today, took a crap ton of cranking but it finally fired over, once it started it stayed running, idled kind of rough but ran okay at higher RPM. I got it up to temp and then shut it down, now I cant get it to fire up again. Earlier I drained the tank and put fresh gas in. New copper Champion plugs, gapped. I took the distributor out and reinstalled to make sure it was in correctly. I have 45psi of fuel pressure when the key is turned on. Checked compression, all 6 cylinders within spec. Cleaned the IAT and MAP sensors. Now the only code that pops up is the P0758 for the trans solenoid. I found a box in the backseat for a Duralast CPS, I have read how unpredictable those aftermarket sensors can be, would it be worth it just to get rid on that one and go with an OE? Or any ideas on what could be my issue?

Try removing the connector from the TCM and then see if the engine starts and runs okay.

Just tried it, no change. If I am cranking and then hold the throttle open, for a second it acts like it is going to fire, but then it just keeps cranking without starting.

I think I may have found the issue, some melted wires that feed the ignition coil, going to try to find a good junkyard harness. Also found this wire under the steering column with a jumper in it and was wondering if any of you know what it originally went to?
