Howdy 39. To get you started...the power for the horn doesn't go up to the steering wheel. It has a relay which is very likely grounded by the button in the wheel, (to complete a circuit) for the relay. Then the contacts in the relay close shunting power through the relay to the horn.
Allot can be learned at a relay socket. Is the relay getting power? If I jump 12 volts to where the relay powers the horn, does the horn blow? When I push the button, does it ground the correct relay socket? It's a standard "SPDT" relay, likely under your hood in the PDC. (mine in my 90 happens to be in a redecilius spot way up above my left foot, inside the cab. Yours might be there also as they are used for alarms.
So there is a start. In your shoes I'd find the fuse and relay...take it from there. Google it. SPDT relay basically takes power at it's feet, and put's it out it's head if current is flowing from one hand to the other. There is a diagram in my sig. (the "DT" is because it puts power out it's belly button while it's chillen)
