brake line extensions, tc drop, longer control arms, might have to readjust e brake cables, drop pitman arm,i think that the difference between the two lifts

adjustable track bar, and SYE or transfer case drop. Other than that it's about the same. The 4.5" springs are stiffer and will actually handle better than the softer 3" springs. If you're already thinking about going bigger, get the 4.5". You'll be much happier than if you try to add spacers and shackles to a 3" later.

all of that came with my 4.5" kit... except a drop pitman arm which I wouldn't use anyway if it did. I didn't have to adjust my e-brake cables either.

The things I had to do to install my 4.5" Rough Country lift that I wouldn't have had to do with a 3" kit were to replace the lower control arms, relocate the trac-bar, relocate the brake lines, and the transfer case drop. Everything needed was included in the kit, besides the bolts I decided to replace rather than reuse and stuff I broke removing the old suspension.
I would definitely recommend the 4.5" kit over the 3". The extra 1.5" of lift takes the Jeep from "Cool" to "Wow" and I'm much happier with the 4.5" than I would have been with the 3". 3" of lift just wouldn't be worth the money to me honestly. Plus, I can add another 2" of lift very easily with a set of shackles and coil spacers..

i live in an apartment, thats why im kind of worried. i can take it to my uncles place but im just worried cuz the tools are a bit limited. but ahhhh i gotta figure everything out. So to be clear again, EVERYTHING that i will need will be in the kit correct? and on ive read that it will take around 4-5 hours of labor? is that true?

And no everything you need will not be in the kit.

You may or may not need a t-case drop or SYE. Depends on the jeep, each is different, but newer (97+) tend to need them much worse than older ones.
Also idk if that came with axle shims, i couldnt open up the bigger pic
