Your regular brakes will work without the e-brake cable attached but they are also "emergency" brakes so if you lose the hydraulic brakes, you are supposed to be able to pull the emergency brake to slow/stop the vehicle. Can't get a safety inspection to pass without e-brakes.
Just in case you think it will never happen, it did happen to me. I had a brake line come off after hitting a pothole while driving. Lost all fluid to front brakes. Red brake light came on but was able to use the hand brake to stop the truck. It was scary.

Thank you for the help guys I got the rear end in....now I got the motor pulled apart the head off was trying to check my head and change gasket it was smoking white the head looks good I guess so did the gasket besides the head having alot of build up on it , can you guys tell my if it may be my timing chain i only heard the chatter for a second or 2 right when engine fired up and when I tack it up to 3k rpm it will chatter in till I let off again....could this b slack chain? Or where should I look guys since my head is off could my valves have somthing to do with it? Thanks so much guys
