90 4.0 limited wont shift out of 2nd gear?

I'll add another strange transmission story.
i was talking to a guy that works at a transmission shop a few years ago and he had a good one. someone came in with a mustang that was just out of warranty. i can't remember what the exact problem was but the tranny was acting funny. the shop tore into it and couldn't find anything wrong. come to find out the engine air filter was stopped up, not completely but it was really dirty. the mustang had a sensor that measured intake resistance (vacuum pressure between filter and throttle body). when the negative pressure got too high the computer caused the trans to operate different. not sure why. he said it was supposed to keep mechanical damage from happening somehow.

1st gear is S1 on S2 off
2nd gear is S1 on S2 on
3rd gear is S1 off S2 on
4th (OD) is S1 off S2 off
With the TCU fuse out or blown, or TCU unplugged, the trans should shift manually. 1-2 will get you 1st unless you run the revs to 4500+ and then it will pressure shift to 2nd. 3 will get you 3, and D will get you 4th (ODO) but in this non electronic mode it won't downshift from 4-3-2-1. R will aslo work for R.
If the trans does shift manually as described above, then you have an electronic issue.
I suggest that you get your idle down below 1000rpm before trying to troubleshoot the trans.

well after checking for 4.2 volts on output wire..It was at 4.98v and not moving at all..I replaced the TPS with a new one from BW and adjusted it to 4.2 volts at WOT and it shifts just fine now..I have all gears and it driving perfect...even the idle it back now...
