Default 94 XJ, High beams work, Low beams don't

This is happening on my project Jeep. I replaced all the bulbs when I put it back together.

I had an extra headlight switch laying around so I put that in.

All fuses are good.

All marker lights work and High beams, No low

I am thinking it could be the muli-switch

Any Ideas?

your low beams could be burnt out. i know i have one low beam burnt out, both high beams work fine because they are a separate filament. buy a new head light plug it in and see if it works. if it doesnt start tracing wires to see where it is split at

I was gonna say the same thing, but the OP said he replaced bulbs with new already.

Its gotta be in the relay or switch itself. Where they are and how to test them is beyond me. I've never had to mess with these before. :/
