Default 95 Cherokee Running HOT

Hello All! 95 Cherokee Country 119k Orig miles. No Crust! I am the 2nd owner. I love the jeep and have done a bunch of work to it to keep it as a nice driver/street jeep. I replaced the water pump, thermostat & radiator. The jeep runs perfectly under 210 WHILE MOVING. If it sits for more than a few minutes, the temp goes way up and it almost overheats. I have read some other stuff on here for aftermarket/secondary fans. I have upgraded the alternator to a higher amp model because I have a small 6.5' electric over hydraulic Meyer plow on it that I use to only plow my own driveway. Can someone please tell me what I need to replace next to get my Jeep to run at a normal temp at idle? The fan kicks on eventually after it gets Hot but it's not enough to cool it down to normal running temp. I cannot take it down into town or anywhere that I'm going to get stuck in traffic b/c it will overheat. Any help someone can provide is greatly appreciated. THANK YOU!

I would check the mechanical cooling fan for proper operation. It is the fan that runs mechanically at startup. It keeps things under control until you reach the threshold of the electric fan's startup or the AC is turned on.

Is your electric fan one of the old ones with the straight blades or the newer style with the curved blades that moves more air? Does you mechanical fan actually engage when the temps are up? You should hear it roaring when the engine revs up a little. The "spin test" people recommend doesn't really tell you ****. Should sound like this when it's good and hot:
