Default 96 cherokee 4.0 no start

hello im new to this site and maybe i can get sum answers or ideas whats wrong cherokee died not too long ago and replaced a lot of parts: spark plugs, spark plug wires, rotor, cap, camshaft position sensor, coil, map sensor, throttle position sensor, idle air valve, crankshaft position sensor, fuel filter, fuel pressure regulator, fuel pump its getting fuel and spark but still crank crank crank feels like its about to turn over release the key and nothing what else could it possibly be the ecu? any help would b greatly appreciated and if u need more info just simply ask ill b happy to give u more info

Perusing through my factory service manual, I remember something about a certain sensor about not letting the engine start without it reaching a certain RPM. If it's a manual you could try roll-starting.

cranks but doesnt turn over

I would check to see if you have the right signal on both your camshaft and crankshaft sensors.

Yeah voltage...they send rotation as a "pulse" so I would suggest use a analog voltmeter if you have one.
