I put a new starter in (not rebuilt) I pulled the old one and tested it on my workbench and it works fine, I'll retest everything tonite, including the battery

What part of OK? there is a awesome junk yard in Pryor. Plus I forgot what they are called but there is a great jeep specialty shop in NE Tulsa.

there is a starter relay in the fuse box under the hood

but if jumping the post on the battery fails to crank then thats not it
cus you are bypassing everything if you have power it should crank unless the stater is bad

I live east of Norman (Go Sooners), out in the Country, I've been to that jeep specialty shop in Tulsa a couple of times, I also have a CJ-7 so I've been up there to get parts.

Thanks all (mike37, gearheadette), Jeeps back on the road. I ended up replacing all ignition wires, batt cables are now 1 gage with marine hardware. Some how I had 12v at the starter with the old wiring but it would not crank over. I understand what you were saying Mike, so I ignored the readings and replaced all the wires and cables, it was in the wiring somewhere, most likely in the positive cable from the batt to the starter.
