'96 p0443 questions

Default '96 p0443 questions

So I recently acquired a '96 XJ and changed out the old, basic instrument panel with a working one only to find that my engine light was on. Well, I was able to pull the code before the cigar lighter shorted and it showed p0443. I have since replaced the purge solenoid with no luck fixing it and found a few suggestions on the internet to test voltage on the connector wires.
DRKBL/WHT wire seems to being okay at 12 v but the other one (PK/BK) is showing 5 v.

From my understanding, this goes to the PCM and shouldnt hold voltage while the key is on, right? So, I found a PCM for a standard 96 XJ and plugged it in. Did the whole reset PCM and reset engine light processes and after about 2-5 minutes and a couple restarts the engine light is back on. Using the key trick I got the same code from engine flashes. Any ideas what could be going on? My window of time to return the PCM is slowly ticking away and I really need this Jeep to pass emissions so I can register it.

If you're getting the same behavior regardless of PCM, that would eliminate the PCM as the issue - logically speaking.

I haven't checked but p0443 is "purge solenoid" related?

Take back the PCM (or keep it for a backup if the price was right) and start by going through the wiring and connectors. Make sure all the engine grounds are clean and tight. Make sure all the wiring to the suspect components (purge solenoid) is sound and the connectors are clean and tight. If there is a vacuum hose involved, check that it's sound as well.

I'd do a search on the forum search tool using JUST the CEL code. I'll bet there's plenty of documented cases with the same code and all the tips, tricks and red herrings related to that code for Jeeps.
