Is this a fix best done by a professional?

I have tried manually downshifting and it doesn't help. I originally thought it was a solenoid too but the key thing is, is that if i pull over, and shut it off and start it again then its completely fixed instantly. If it was a solenoid then it should do it all the time right? I mean to me that points to a computer or sensor problem. and i just replaced the front O2 sensor just to see if my mpg would go up, but it didn't make a difference with this problem so its not that either.

Just to verify, what brand is the o2? Bosch, Mopar, Crown, etc.?

I did it myself. I just took my time. The hardest part is the transmission pan removal. The actual installation of the solenoids was pretty easy.

Mine was throwing some codes as well which made it easier to diagnose but I can't remember what the codes were anymore.

After re-reading the original post it sounds like his problem is different than mine was. I didn't read it all the first time.

O2 sensor should throw a code, and if its the o2 sensor there would be more symptoms.

That's the other weird thing, No codes. Its like the tcm just gets stupid from time to time. Is there any way to flash it, like reprogram it back to factory?

What is the condition and level of the fluid?? While I read about others having solenoid issues, maybe its a bit low on fluid?? My '94 prior to bending intake pushrods, wouldn't go over 15mph. No power. While I had it hot and idling, I checked the level and it was low. I am in the process of fixing the rods, and putting it back together so that I can attempt to make a DD out of it, since it has the 242 xfer case. Just a thought on your issue though since I didn't see any mention of fluid level or condition.

that makes sense but yeah my fluid levels are fine. I did talk to the guy i bought my jeep from, and he said that he had the same problem and then he replaced the tanny with a used one and said that it was the valve bodies. But if the valve bodies went bad in the first tranny, and now this one, then maybe its not the valve bodies themselves but maybe a problem with the pump? does anyone know if the tcm controls the valve bodies in the 96 sport, cuz i know in some newer cars it does

I pulled a tcm from another jeep and ive been using it for about a week, no problems so far and it shifts smoother too. Fingers crossed that it doesnt act up again.
