I'm not sure what you're thinking of doing. ODB2 is integrated into the computer - so if a PO of the 96 switched it to ODB1 it would require a computer out of an early 96 or earlier, in order to restore ODB2, you'll have to get a computer that matches the original and wire everything up as it originally was. The 01 computer is drastically different - all the distributorless ignition stuff alone makes it incompatible with the 96... what good is it if you get the ODB2 that keeps throwing cam position sensor codes?
Just my $.02, but I would try to figure out what's wrong with the 96's system and restore it to stock.

I wanna restore brother but I need alot more information on what I gotta do to change back to obd2 but if I gotta change the ecm i don't wanna do it I don't mind change harness and parts but I don't wanna have to pay to have a comp programmed to probably cost me what I paid for the thing lmao

If it was in fact an obd2 vehicle to start with why would someone go through all the trouble to switch it to an obd1? Have you tried to get it inspected and told them it wasn't an obd2 vehicle?

Yes I could have had it inspected multiple times but as soon. As they try to hook up it up scan obd2 like Albany wants they can't because it doesn't have obd2 hook up only obd1

96 was transition year Id get the build specs from Mopar thru vin number. Bet its odb 1 from factory reading thru odb2 plug. http://www.cherokeetalk.com/forum/f8/obd2-obd1-12924/

Does it not have the ODB2 connector or does it just not work?
If it has the port, you may just have to find a 96 ecu (research the heck out of this, you need to match the original part number so if you can figure out what it was via the VIN or build sheet you'll be off to a good start).
Hopefully it wasn't hacked as bad you suspect once you get into the wiring.

I was going to ask to see if you had checked whether it was exempt or not, but it sounds like you have.
I was shocked when I took my 95 in for inspection and they said it only had to pass the safety - but it makes sense since like NY, MA also plugs into ODB2 when running the emissions test.
