98 Cherokee ODBII/CCD Bus Voltage Fails Check

Alright, I am having the very same issues yet all my voltages are in range and my ohms appear normal, I think. Quick question. If during the gauge self diagnostic, all the lights work but no analog gauges move, could it still be BUS issues or just a cluster problem. Thanks all for any help.

You should have gotten voltage readings. Try making probes from some wire, like a paperclip, that you've hammered the ends down to fit the pin cavities. You may have to file the ends a bit to get them to fit properly.

So, I went back to the beginning of this troubleshooting and measured the DLC, from pin cavs 3 to 4/5 grds, got 3V! And got same 3V, at pin cav 11 to pin cav 4/5 grds.
Then I tried it with TCM disconnected, got 3V at DLC.
Tried it with TKE disconnected, got 3V at DLC, so maybe I have been chasing a ghost, or this damn meter has been fooling me all this time...

I filed off a couple paperclips and got good connections and now I read 3V, swapped meters and it only has 1000V scale. Could be the other meter was screwy, but it seemed consistent in the beginning measuring 12 V, but it has multiple voltage scales down to 1.5V.

It does pay, in the long run, to pay for a good high impedance Volt/Ohmmeter.
At least you know alot more about the CCD Bus now.

And are all the sensor data available on the CCD, such as rpm, speed, fuel pressure, O2 voltage, fuel trim, manifold pressure, etc?

Thanks alot Ken for your help and patience along the way. I am looking at finding a OBDII reader that reads codes as well as logs the data, have seen some mentioned here that use smart phone app/bluetooth to see the data "real time." My "Carchip gadget" is years old and only collects 5 parameters at once, and btw, doesn't work on my Cherokee. Any experience with them?
And are all the sensor data available on the CCD, such as rpm, speed, fuel pressure, O2 voltage, fuel trim, manifold pressure, etc?

Not all data roaming the halls of the CCD, like Airbag data, can be read by common scanners, but most useful data can be read. Only the DRBIII tool, and other similar tools, can read all that's available.
I see O2S voltages, TPS position in %, MAP, RPM, Vehicle Speed, IAT Temp, ECT temp, Short and Long Term Fuel Trim. Maybe some other stuff that I can't remember. The XJ CCD doesn't monitor fuel pressure or oil pressure.
