99 xj, 31's under a 4.5" lift, getting 15 mpg..is that average or could it be better?

I'm pretty much getting 15 - 17 mpg on my stock 91 with a 4.0 auto. You don't drive a jeep for the gas mileage. It's a very capable, reliable, and IMO comfortable vehicle.

I have NO idea how they were rated 15/20. I've NEVER gotten 20 on the highway. Ever. Or even CLOSE to 20. I mean, we're driving a heavy, square, non-aerodynamic vehicle. I get worse gas mileage on the highway actually. Im lucky if I get over 15 on the highway. Usually its way worse. If I cant draft off anyone, its windy and Im running the AC I might only get 10mpg!!!!!
Part of the problem is, my Jeep HATES doing 65-70 and our highway is 75 and 65. Everyone goes 80ish and 75, and since my Jeep LOVES 75-80, I find myself driving that fast the whole way and BOY does she suck up the gas.
Last week I was driving from Providence, RI to Augusta, Maine, about 225 miles. It was BAD weather and I did like 40-65 the whole way. I made it using 5/8's of a tank. Augusta to my house is 149 miles. That usually takes me 1/2 a tank. Speed is a HUGE factor in gas mileage.

I get about the same mileage as you do, and mine's stock. =P
Tune-up won't hurt, though... Accel's got a good kit on Amazon for under $60, I think.
Did mine in under an hour.
