I have a 99 XJ 4.0 MT that will not crank. It has been sitting for about 5 years before I started working on it. I know this is a common issue from what I’ve read, but I’ve been searching forums and have had zero luck yet. So far it has a new starter, new ignition and clutch neutral switch bypass. When I turn the key I can hear the solenoid engaging, but it will not turn over.

Is there some common starting points before I pull the starting system wiring apart, testing each wire and start replacing wires? I do have wiring diagrams, and I ordered all new ground wires for the electric system too, have not shown up yet though.
