Default '99 XJ Brake proportioning valve questions

I had a question I thought I needed to ask someone who is familiar with Jeep Cherokees. I know the brake proportioning valve for a pre 1998 Jeep Cherokee has a different part number than the part number for the brake proportioning valve for a post 1998 Jeep Cherokee. Looking at pictures of the parts online, It looks like the main difference between the two is the earlier valves are not fixed to a mounting bracket and the later ones are.. Looking at the prices, it looks like new, the the later valves costs 2 to 3 times what a earlier valve costs. It also looks like the earlier valves will also mount to the bracket that js on the later valves. The reason I am asking is I have 1999 Cherokee on which I had to replace a brake line due to rust. After bleeding the brakes they were still a little spongy and after a short time later the brake failure light came on. I was able re-center the shuttle in the proportioning valve and I made a tool too keep the shuttle centered while I blead the brakes again... This time, after bleeding and with the centering tool still in place, the brakes were much firmer but the pedal slowly went to the floor...This was when I noticed the proportioning valve was leaking break fluid from the hole the brake failure switch screws into. (Before then I thought the brake fluid on the switch was fluid I had spilled). So... It looks like valve isn't sealing properly. the o-rings in it look good. <--- This is how far I had gotten on writing the question... However, while trying to finish writing the question and searching this forum, I found a picture of a cut-away of a Cherokee proportioning valve. Looking at that picture I found that in the picture, one of the o-rings is in a different place than where I have it. That could be my problem! I went out and changed the o-ring to match the picture. Tomorrow I will try reinstalling the valve and rebleed everything.
