Default 99 xj spitting and sputtering. Is a downstream needed

I've got a 99 cherokee sport I got a hole in my cat converter so I cut it off above the cat and put a glass pack on and a week later. And it started spitting and spuddering and smelling like gas I put a new front 02 sensor in and it still is not running right any help. I don't have a cat or a down stream o2. Does that hurt it

No, mine was like that when I got it. The check engine light stays on but it doesn't hurt anything. You need to get a scan tool and pull the codes to see what's going on.
