I believe your ABS is the same as mine ('97), but check.

My Actron scanner doesn't read ABS codes or the scanners that I borrowed from O'Reilly's and Auto zone. Jeep can pull them out for probably an hour's labor.

When you turn the key on the system checks for continuity for all four sensors. If there is continuity then the light will go off. If there is a problem with one or more sensors being out of range, etc. the light will go back on after driving for a while.

The first thing I would do is check for continuity through the sensors. The front can be checked under the hood at the connectors. The rears can be found under the back seat.

If there is continuity at all four corners then you can put the Jeep up with all four wheels off the ground and check for voltage at each sensor connection with the Jeep running, in drive and the wheels turning. You might be able to get a reading by turning the wheels by hand, I couldn't do it easily because both my axles are locked. You'll need to set your meter to A/C. I can't remember what the range is but this is how I found a bad sensor on my left rear wheel. If you need to know it get back and I'll look it up in my notes.

The front sensors are not adjustable, but the rears (you'll have to pull your brake drums to adjust/replace the sensors) are. New sensors will come with a piece of tape on them that is the exact thickness for the gap. Leave the tape on after the install. If you're adjusting yours they recommend using a brass feeler gauge.

I've got a "driveway from Hell" so I need my ABS working, hope this can get you started.
