ABS Light Coming on, Pulse Noise

ABS Light Coming on, Pulse Noise
I got a 91 Jeep Cherokee Limited with 230k on it and the ABS light is coming on when I start the car. Also I can hear a pulse noise coming from the area near the blower motor ( which the blower motor is located under the dash on the passengers side ). The pulse noise is all the time, after starting the jeep. The brakes work just fine, but I'm sure I have lost the anti lock feature now ( I'm guessing this ). So does anybody know the cost I'm looking at ? I don't do brakes period, especially ABS system !

Any vibration on the brake pedal?
Are you sure the ABS light and the pulsing are related? Maybe the light is staying on just to let you know it's not working (for whatever reason), and something else is causing the pulsing.
I'd think if the ABS was triggering erroneously, it'd be a heck of a drive...
...plus, the MC's behind the steering wheel...

The brakes work just fine...

I'm sure the pulse noise ( which I said before is now all the time once I start the jeep ) is related to the ABS system. When the " Check ABS" light came on is when the pulse noise started and never stopped since then. So each time I start the jeep the "check ABS" light comes on and the pulse noise starts. No strange brake vibrations .

From what you described, the noise is coming from the general direction of where the ABS pump/motor assembly is located (toward pass side). In 1996 a recall was issued that covers your model year Cherokee for lifetime replacement of the ABS pump/motor assembly and/or actuator:
