Abs pump
This is driving me insane. I'm going to explain this in detail in hope to actually get some help

ever since I've owned my jeep, every time i would start it up, the "check anti-lock light would come on and a noise (almost like a turkey call) coming from behind my glove box area (back left of engine). After a few seconds the noise and light would shut off. Every time i would brake while drive the same thing would happen but then it would just turn off after a little so i didn't mind it much. Then one day on my way home the chirping noise wouldn't stop and was really loud. so i got out and pulled the "abs pump" fuse and the noise stopped however my brakes became stiff and i pretty much do not have brakes.
Is there a way i can stop the nose? pull the system? run standard brakes?
I read that there was a recall but i took it in and it didn't fix anything. Cheapest and easiest thing would be best. New brake systems are expensive. someone at work told me to pull the pump and just plug the lines?
Any ideas are helpful

If you have the wonderful (cough) Bendix 9 system, and I suspect you do- the ABS pump also supplies brake boost. When the pump fails you revert to manual brakes, only worse since you have to stomp that fluid through a bunch of non-functioning parts.
The pump is on the firewall sorta behind the glovebox..that's where your turkey call is coming from.
Careful working on that system- the accumulators, there are two of them, can hold a couple thousand PSI. Since your pump is failed the accumulators are probably holding little pressure, but pumping the brake pedal 20-30 times should bleed any remaining pressure off. Just in case.
The parts are still out there to fix it, but it's $$ bend-over territory. Way over. The other fix is to swap in a master cylinder and booster from a non-ABS XJ from the same era and rip it all out. There's a couple write-ups floating around on how to do that.

Personally ABS makes me cranky, lol. I don't like nanny-systems like ABS second guessing my braking..thus I'd personally remove it and install the non-ABS MC and booster. The additional reliability over that Bendix setup is a plus too. What you do, repair or remove is of course your decision.
