You probably need to replace your clock spring. The clock spring in the 97-01 xjs and the tj's is known to go bad when they get old. It's a bit if a job but I would put money on it being the clock spring. You have to remove your air bag and steering wheel to get down to the spring. It connects all the electronics to the steering wheel from the column.

No,to check the passenger side is done at he glove box, remove three screws an lift the cover for the bag.
Very slow, you do not want to break it.It won't come off completely, just enough to check the plug.

A TSB relocated the ABCM from under the seat to the floor console due to the corrosive environment under the seat.
Do your have a Check Engine light on in your instrument cluster? If so, there may be an Airbag DTC stored.
Edit: Airbags can be very dangerous to mess with if you don't know what you are doing. It is possible to set them off by tampering with their elecrical circuits while the battery is connected. If you are going to try troubleshooting the system, disconnect the battery negative post connector and wait at least five minutes before going near the Airbag system.

My check engine light was on but had nothing to do with airbag. Just had it reset. Will disconnect the battery nd start with the fuses. If that doesn't work, i will have a friend do the other 2 things. I like my face with out an airbag deploying at it haha.
