Default Altanator is over charging

Well ive been thinking my volt gage was jacked up in my jeep but was installing some new headlights last night with l.e.ds i had to wire in and needed to find my hot wire. So i got my trusty multi meter out and when i probed my hot wire i was reading 19 volts. When i start the jeep and cut the lights on it drops to 17.4 any ideas? could a voltage regulator be goin crazy in it or what ive never ran into this problame befor.

Did you get 19 volts with the Jeep not running? that sounds very weird, is there any chance to borrow another multimeter for a sec and make sure that the reading is accurate?

Never seen a battery throwing more than 13 volts with the vehicle off.

Yea me neither thats what had be confused ill go out here in just a minute and use one of the meters from the calibration shop I work in that I know is right. And yes the vehicle was off when I got 19 I just turned the headlights on.
