possibly a lifter? I had the cup turn on the top of one and it hung the valve open just enough to make it randomly misfire on that cylinder. I'd follow cruisers suggestion and pull the head.

Wasn't 96 the year they switched to lighter valve springs? Of which there is now a TSB for because the sucked. And a cylinder one misfire seems to me to be the most common issue. That or a random miss.

I think only 97 and 98 had that issue

You did a leak down test and found that you're losing compression from the exhaust valve but pouring 3 tablespoons of oil into the cylinder had it perform normally? Something doesn't add up here.
