Idk if it's relay should get power with the ign off, maybe. Your PCM grounds that relay to run the fan. PCM uses a temp over about 218*, defrost or AC, on, to decide to ground that. I'm thinking you might jiggle your wires and see if maybe somewhere it's wires are grounding. Is it on when you are running with the AC and defroster off? Does it just keep running forever after you turn it off? Is the engine pretty hot, I mean, does it always run when the battery is hooked up?
Hey try this! The, "Key trick" (the codes are in "info threads")
OBD1 Models: 1991-1995
1) Start engine (if possible). Move transmission shift lever
through all positions, ending in Park. Turn A/C switch on and then off
(if equipped).
2) Turn engine off. Without starting engine again, turn
ignition on, off, on, off and on within 5 seconds. Record 2-digit
fault codes as displayed by flashing MIL.
3) For example, fault code 23 is displayed as flash, flash,
4-second pause, flash, flash, flash. After a slightly longer pause,
other codes stored are displayed in numerical order. When MIL begins
to flash fault codes, it cannot be stopped. Start over if count is
lost. Code 55 indicates end of fault code display.

My '02 Laredo did that. It turned out to be the fan control relay. It's behind the pass side headlight, bolted to the body (kinda hard to get to) but if you follow the wires from the connector on the fan itself to where it disappears behind the headlight, you should find it. If you're feeling adventurous you can cut a hole in the plastic panel in front of it for easier access.
