it should spin way easer with the hubs unlocked
every jeep and truck I have ever had having the hubs unlocked made a big difference

i have a lock right and i can turn everything in the front end by one hub very easily, nothing wrong with it.
one would think amc/chrysler would have had a locking hub option or at least an autolocking hub option if it made such a huge different in gas milage

They do make a difference, the reason that they where removed from factory vehicles had to do with cost of building them. And I'd say it's closer to 2-4 mpg savings. Also alot less ware and tare on front end parts...

Yes you do get about 2mpg better with manual hubs. It's becuase of less drag / friction cuased by having a live axle. When the axle is live the driveshaft is constantly spining cuasing drag, ring gear is turning, shafts, ect. All this is involves work which cost you some mpg. You can save yourself time and money and just take out the front drive shaft to save a little on gas. To me it's not worth buying a new front axle just to save a little gas when you could have used that money to buy the gas its self.

If you want the most bang for your buck and are on a budget. Get a D44 from a fullsize Waggy. It's the same width as your XJ axle at 60". You will have to get brackets and weld them on but, you get a front D44 that you won't break with manual lock out hubs. win win.

pretty sure this comes down to ya you get better gas millage in 2wd then 4wd were driving freaking jeeps 1-4 mpg is going to be gone on the trail. if your worryed about the mpg your getting on the pavement your not driving your jeep off road enough.

and it not just gas mileage that you are saving
if you have a trail only rig you don't need or want them
but for a multi use vehicle its a big plus

It's a plus for a trail only rig also cuase you can use a cheap spool up front and unlock one side to make turns easily
