does it like, act like its caught on something?
mine does it, i think its because of the post that the latch catches on to shut. i just keep mine lubed up. just keep trying to open it and eventually it will go.

Mine has never opened like its supposed to since i bought it, to open it I hit the panel really hard to the direct right of the latch. Apparently this is a common problem on Cherokees? At least that's what a quick google search got me when I looked it up

Lube it, try another key. Does the key not turn at all, or turns some but will not get it? Try it with one or the other rear wheel on a block. Mine "racks", so it won't close if one wheel is up, but it always opens.
One time at the JY, it only took the guy one minute to climb up into it, (waz on-top of another car), pull the interior panel and hit the latch to open it. OK. maybe 90 seconds....(got a like new hatch gasket, and a virgin set of Original tale-light lenses for $45 Btw)
There is stuff on this if you search. Add "cherokeeforum" to your google search.
