Default Bad Computer?

Plugged my code reader up to my jeep and for some reasone it says only 6 of the 7 emission ready tests have passed. The one thats not passed is the evap system. The engine light is not on and I have drove the jeep around for a week like this and still no engine light and evap still not passed. I did unplug a wire to the evap solenoid and the engine light came on. plugged the wire back in an no more engine light but the dam system still is not getting passed. Can it be the ecm is bad?

Evap readiness is always a pain. Here in wa state they let you pass even if only one is not ready. 2000 and older were allowed 2 not ready and still pass *as of a couple years ago*

They are listed in the link I posted.
(I wasn't being silly BTW, there has to be a certain level of gas in the tank for the evap check to run.)
