Default Bad Fuel Pressure Regulator?

I was having a hard start issue with my 89 XJ. It was taking a long time to start. I replaced the fuel pump and noticed that the pressure regulator was leaking where it attaches to the fuel rail, so I replaced that too. I'm still having the hard start problem. I hooked up a pressure gauge, and it gets up to 31 as soon as I turn the key. Then the relay clicks and it drops quickly to about 2 psi. I tried a different relay, same problem. I pinched the return line and tried turning the key again, and the pressure held. Is it possible I got a bad pressure regulator? I'm kind of stumped on this one.

Familiar with the fuel pump ballast resistor? Jump it and see what happens.

Thanks, I'll check that part out. Maybe later this evening when it's cooler out. I'll let you know what I find.

Edit... I deleted some wrong stuff.

The "poor mans prime". You turn the ign on then off about three times maybe 3 seconds apart, then start it.

The above was a mistake, I got off on the wrong track. I agree with you, if pinching off the return makes it hold, that ONLY leaves the regulator.

I still haven't had a chance to mess with the Jeep. I spent the weekend putting an air conditioner in the garage and working on my motorcycle. I'll order a new regulator and just assume I got a bad one. It's only two weeks old and under warranty.
