Bad PCM or SKIM? (No ODBII communication) 98 XJ
Hi folks,
I have a 98 XJ PCM on the bench with grounds, power, and the SCI bus/ODBII data link connected. When I feed 12v+ to the ignition sense output to simulate key on, I don't get any +5v reference voltage nor can I connect with an ODBII scan tool. Would not having SKIM disable the voltage regulator and ODBII? Thanks.

I even have fluctuating voltage between Pin 4 and pin 2 at the OBD2 port. With my 30$ multimeter the voltage only move from 0 to zero,25 volts at the 20 squale Is it OK?
