The only other possibility is that the taper is worn out and not gripping the stud on the joint.
It's interesting that the nut is tight enough to break a cotter pin though.
I would pull the knuckle off and inspect it. While it's off see if you can rotate the ball stud on the lower joint by hand.
Is this the 2nd joint you've put in or the first (of the new ones obviously)? It wasn't clear.
If your taper on the knuckle is bad, you'll need a new knuckle. Best to sort that out while you've got it all apart than get it together and ruin the upper joint and possibly other steering components and tires with play from the worn taper.

well to clarify i installed all new drivers side upper and lower and passenger upper and lower this was the last one i did drivers side is all good torque wise and also the drivers side nut spins with the stud but hasn't broke any cotter pins only the passenger i pulled the passenger knuckle again and stud moves as it should theres a lil rust in the lower ball joint hole in knuckle could this cause the issue?

I would think maybe rust on the upper might cause a problem.
How does the lower hole taper look? Does it appear to have worn the hole larger than it's supposed to be?
The lower hole needs to be tight enough on the stud to turn the stud with the knuckle. The question is why is that not happening for you.

the taper looks like the other side with a lil bit of rust not the pitting rust just surface i'm gonna try and torque it an extra 5 ftlbs and see if it makes a difference.

well guys its fixed i added 5 ftlbs to lower ball joint nut and works perfect with tire on theirs no play and steering is much smoother now thanks again.

Nice!! Glad to hear that you got it sorted out. I was a little worried there that you'd need a new knuckle.
I put the Moog U/L's in my 95 about a month and a half ago and so far they're great.
