battery issues
My battery has been dead for awhile, charged it, nothing. Figured it was time to get a new one, it was pretty old anyways. Brand new battery put in a little over a week ago, now Ive been out of town since then so it was only started right when installed. Today, dead battery completely. Ran the volt tester and got 4 volts. No clue how this has happened. Any ideas?

Sounds like you've got something draining the battery. Once they're ran dead a few times, they're usually no good. Wherever you got it from should have given you a warranty so go get a new one.
If it's just going to sit forever, don't bother. Batteries need "maintained" either by starting it up every other day or so or actually installing a maintainer that plugs into the wall. Especially during winter.

check your glove box light .. or just unplug it to end future misery, harness is easy to reach .. right by the light, within box, middle top area .. where lid clasps
my 1990 .. that light was stuck on, kept draining battery big time .. took awhile to figure out
this '93 i just bought .. switch is bad too .. sometimes it comes on .. sometimes not
So .. lesson learned, I unplugged my 93 light, what i did to my 90 .. after buying a new battery on the 90, that light toasted a year old battery .. just a thought
I dont need a light in there anyways .. figure if I get pulled over .. the cop will have me lit up like a xmas tree
also .. if loaded version .. your "flip open light up" visor / makeup mirrors may be stuck on .. lights take some juice from what ive seen .. glad I bought a basic XJ .. 1/2 of problems are gone

Well now it seems like the fuel pump isnt turning on when I turn the key, I know it works and fuel gets to the rail when it turns on, just doesnt do it when the key is turned. Also, I got a new CEL code, p1694. Says something about CCD messages received from ECM. No clue what that means. Help please.

Parasitic drain.

Good and clear and a very good start to pinpoint ur problem, which indeed sounds like a draw. Even a bad alternator would be unlikely to drain a new battery that quick, but the alternator draw can be testen as well this way.

bump for this. partly because i finally got around to getting a multimeter that does amps.
Following that dudes instructions, with everything off and hooked up to the meter, I read ~1.5 amps when it should be 50 miliamps max. Pulling fuses one by one, I found the one that takes that current. f22 in the under-hood fusebox. According to the diagram I found, that is the fuse for the fuel pump relay. Any ideas as to why this is draining?

I get what your saying but I just dont think thats whats happening. Theres no sound. I can bypass the relay with a paperclip and I hear the pump turning on. Then when I put the relay back in and try starting the Jeep, nothing.

Alright. Ive been thinking its been my CPS gone bad. Doing a lot of research, that seems like a logical choice. I disconnected the electrical plug to it and the gauge needles still dont move (which i think is an indication that it is not bad). Ran the ohm test on the CPS and got around 16k on the 20k setting. Seems like the CPS is just fine right?
