I'll tell you one thing, when you start tightening that belt, you will be quite afraid of it snapping in your face, it gets really tight.
Another note, loosen the lower bolt before you start unbolting the power steering pump to loosen the belt. Then tighten the lower bolt last when you finish tensioning it.
5 to 7 bolt turns when it gets tight and check the tesion again.

The belt gets tighten more than what you would think. Here are the specs from the 2001 FSM.
New Serpentine Belt 180-200 lb
Used Serpentine Belt 140-160 lb
Belt is considered new if it has been used 15 minutes or less
take the e-fan off, it'll make your life simpler

I had this problem on my 2000 xj. I went through 3 belts one from each store (napa, checker, autozone). I finally went to Sears autocenter and got a Goodyear belt, Tightened it again properly and have had no problems.

If you installed the old pulley onto any of the new parts, make sure its pressed all the way on..... I spent months trying to figure out why my belt was screaming, and all along I hadn't pressed the pulley far enough down the PS pump shaft, and it misaligned the belt

how many belts did you go through ?
There are vids of how to use the kriket on youtube and the best place to measure is near the mechanical fan.
Don't bother with this job until you get a tensioning gauge like a kricket.

You've already ruined the belt by putting belt ease or any other lube. Now you need a good clean belt.
The crap permeates the surface and never will go out, no matter what you do.
At best that sort of thing is to get you home in an emergency. NEVER any petroleum products - WD-40 is just Kerosene and perfume.
Liquid Dishwashing SOAP in an emergency, then replace it.
Get a good NEW belt, do the 90 degrees trick before you even try to start it.
Or you can spend the rest of your life trying to make it work.
