For a very good multi-meter I have always used Fluke because I needed a quality meter for doing radio builds and electronic repairs mostly on the bench, you can buy one for just over a $100. Mostly for 12v car checks a cheaper one will work fine and if it gets dropped or broken no great loss @$25 or so.
For an IR temp unit try one from Summit or Jegs cheap and work fine for 98% of all the testing you will need. They have come down in price the last few yrs., not so 10-15 yrs ago when I used one all the time for my race cars.
