Default Best way to repair rear quarters/wheel wells?

Hey everyone, I have a 99 XJ classic that was "trimmed" by the PO. Instead of cutting vertically and bending the metal up on the rear quarter panels/wheel wells, he trimmed them the same as the front and now there's like a 2 inch hole on the bottom left corner and it's not sealed the whole way around the wheel well. The inside is collecting dirt and mud, which of course leads to rust. Any ideas on the best way to repair this? I'll post pics in the AM.

I have seen "great stuff" expanding foam spray used in a car once, sprayed in from the trunk side. It is paintable...
