Default Blower motor fuse blowing with ignition off

Hi guys, new to the forum and in need of help before the winter comes in. I have a 2001 cherokee that keeps blowing blower motor fuses. I bought this xj at the beginning of summer this year. When I bought it the blower motor fuse was blown but I replaced it and everything was fine for a while. Well once it started to cool off a little I stopped running the ac for a couple of weeks to save money on my commute. When I went to turn the heater on one morning nothing happened and when I checked the fuse it was blown. So when I go the replace the fuse, it blows in my hand WITH THE KEYS OUT OF THE VEHICLE. I checked voltage at the fuse location and sure enough, it reads the exact same voltage at the battery. Does this seem odd? According to my service manual the blower motor should only receive power with the key in the on position. Anyway, any help would be greatly appreciated.

The fuse is fed directly from the battery. That goes to the blower motor relay and then to the motor. Pull the relay and see if you still seem to have a short to ground.

So I pulled the relay and disconnected the motor and it still blows as soon as the prongs make contact. Does this mean I have a direct short between the fuse box and the relay?

Which fuse number is blowing and which fuse board is it on?

I don't have a 2001 service manual, but the 2000 manual shows that it goes directly from fuse #6 to the blower relay. So if you're popping that 40amp fuse immediately with the blower relay pulled, I would think you have a short between them. Instead of wasting fuses, use a test light, or a voltmeter across the fuse socket. You should see battery voltage across the fuse terminals, if not then something is shorted to ground.
