You won't be able to see anything from the outside. Only way is to remove it, and try to see inside, or listen for loose material inside once removed.
I've never heard of any law implemented that's actually stopped the criminals from committing crimes. Plus, laws need to be prosecuted in order to work, and DA's continually don't charge certain laws these days, or plea them down to something else, so if you're counting on a law to change something, you're gonna get disappointed.

Welcome to a 25+ years old vehicle. Only person who can tell you its worth the effort to fix is you...that said, I think it's totally worth it to keep. Yes, it's a long list, but what i would do is make a list, and break it down into manageable chunks. Prioritize what absolutely needs to happen vs what would "be nice "if it got done, then sort the subsections by what's easiest and/or cheapest to fix. Deal with it like Johnny Cash. One piece at a time.

I had the same symptoms with mine a few years back. No codes, thought it was the transmission trying to start in 3rd or 4th. It would barely pull forward, then after a minute it would go like nothing was ever wrong. I checked all the solenoids, swapped them, everything I could think of. Did a Google search and found a similar thread where he changed the O2 sensor and fixed it. I figured I didn't know how old it was, so why not? A new NTK sensor and it was good to go.

After writing that post, I know it's easier to break it down into sections like you mentioned than to sell it and wish I didn't. Plus it's a whole lot cheaper to buy the new parts and make it work like it used to than to go buy a newer Jeep or other vehicle. Considering I bought it for $500 in 2009 and only have $3000 into in now, I would saw that I have broke even and if I decided I wanted to sell it then I could make a bunch of money on it. It just seems like one thing after another.

What did you start with on your Jeep? Did you have to do any fixing or replacing of parts to make it what it is today?

On Amazon there's a catalytic converter for $95. Is this right? I thought these were really expensive and if people are steeling these then why are these so inexpensive?

I bought it in 2010. The very first thing I did was take a razor blade to the windows, had to remove the ginormous Insane Clown Posse stickers on the back windows, it was like a rolling Juggalo billboard...that fact alone should be enough to clue you in to the amount of work that laid ahead of me.

The stereo system was ripped out, and remnants of off road lights were also left behind, so then I cleaned up all the danglies of crappy wiring. Then I ran through and replaced all the fluids, filters, belt, hoses, and did a tune up. Did a thorough inspection of everything. Discovered the lift kit on it was garbage too, so made bastard packs to replace the block lift with completely broken leafs.

Surprisingly, the motor, trans, and TC have been strong since day one. I have since pulled and sold old motor and put a stroker in, just because, lol, rebuilt the TC when I installed the SYE, just because, and haven't ever touched the transmission other than fluid changes, it's as strong now as it was then.

I've been through several suspension setups, and various other things to make it more capable offroad over the years, and still work on it, replace sensors from time to time, and general maintenance and fluids, etc...but it's overall been a great vehicle. Don't know if I'll ever part with it.

1) Don't just replace parts if it hasn't been tested bad. Either loosen the exhaust and take it for a test drive, or do the vacuum test.
2) They're inexpensive because they're cheap. I bought one a couple years back and it absolutely, with zero doubt, doesn't work at all. SC doesn't do inspections, so it's there as a visual (because you can get a ticket for not having one), but it doesn't actually do ANY catalytic stuff.
