Default Brake Help

We have a 1989 Cherokee. We have replaced the power booster and the master cylinder. We bench bleed the master cylinder first. We have tried to bleed the brakes starting from the left rear etc. It will not build up any pressure. A soon as we release the brake pedal, we can hear air bubbles coming up in the the master cylinder. The calipers are on correctly. We have check for leaks, none that we can see. What is going on?

Do you have the Bendix ABS?
If not I'd try a gravity bleed, open the bleeders and leave it sit, keeping an eye on the fluid level in the M/C.

If the booster was not working there would be a hard pedal.
