can a CB antenna be grounded to a rack?

There is also a filter you can buy at radio shack or a decent truck stop to filter out the noise you're getting from electrical accessories. I forget exactly what they call it but just ask them and they'll know what you're talking about. It's fairly common.

Thanks Mike! My wife thinks the same thing...hahaha

I also wanted to say that the roof rack is a perfect spot to ground your antenna. I bought an SWR meeter and a new 3' K40 1/4 wave whip to take the place of the 102" whip. Short story is that I now have 1.2 swr's on channel 1 and 1.4 swr's on channel 40 and 1.0 swr's on channel 20. So that is pretty dang good seeing how 1.0 is perfect 100 percent power output. YEAH!!! Thanks Guys for all the help!
