Yes you can eliminate the abs pump( as stated above you will need to pull the fuses as well). You will need to be able to flare brake lines. There are a few good write ups on various cherokee sites. All in all the procedure is easy but make sure you know what youre doing before you start.

Depending on the system, pulling the fuse may not cut it.
Many people think the Bendix abs system needs to be completely removed or it is a safety issue. If your jeep is a 90 look for a water tower looking thing near your prop valve (I think thats where it was) and then find a write up on removal.
We just pulled the entire system out of a 98 and it was easy, just take your time and like shaggford said, learn how to flare and seat brake lines before you get in there.
Loss of pressure in your brake system can be a few things, air in the lines, crapped brake hoses, bad master cylinder, drums that need adjusting (usually low pedal issue)

Yes, your pressure will return as long as you bleed the whole system properly after the ABS has been removed.
You do not need a new master or booster. However since you will already have all the lines cut now would be a beautiful time to upgrade to a better booster. The JY only charged my buddy like $30 for a new booster with master cylinder. Even if you don't decide to swap the booster out you may need to bleed the master.
