CCD BUS issue

CCD BUS issue
Having the no instrument cluster issue on a 2001 jeep cherokee sport 4.0 originally a sheriffs vehicle. already checked fuses and cleaned cluster connectors. Checked crank sensor. It starts fine. Can use obdll to pull codes. Only codes are idle air control and no cluster ccd bus. I dont have a compass or an overhead console. Started probing the bus wires (twisted pair) the voltage jumped around (between .20 to .72) at the cluster, DLC, TCM, PCM, havnt checked the air bag module as i cant locate it. Checked all the grounds (cant find the one under the dash though) have i missed something? Been trying for a week and cant fix it, cluster is a working one (installed cluster in another xj and it worked). Any help would be appreciated. Thanks.

Start with a clean slate.
Do these tests. Refer to the chart below.
To test for CCD Bus voltage at the DLC, the ignition switch is to be turned to RUN/ON. Do not run the engine.
DLC 3 to 4 and or 5 should read around 2.5 volts. DLC 11 to 4 and or 5 should read around 2.5 volts. See limits on the chart.
When checking resistance from 3 to 11, disconnect the battery. You should see 60 Ohms.

I know about the modules at work today will check 3 and 1, yhanks for the tipp CC iv seen you have helped people with this issue before. Any idea why im only getting .20-.72ish volts on my bus wires?

If you were taking voltage readings at the cluster connector, a very important element of the CCD Bus has been removed (by removing the cluster to get at the connector). You removed one of the termination resistors and the bias module. All CCD Bus checks should be conducted at the DLC with all modules installed.
What do you mean "will check 3 and 1"?

Here's a trouble shooting checklist if you want to go through it. The oil pressure indication bump is when you first turn the key to RUN, the oil pressure gauge may bump to about 10 psi.
Here's the instrument cluster actuator test. Try it.

Well going through that list the only problem i have is my gauges dont woek. Everything else does. Do you have access to the dash chart for the actuator test? I can do the test no problem but it says to compare it to a chart?

If you tried your existing cluster in another XJ and it worked you can possibly rule out the cluster as being defective.
Cleaning the cluster connectors is a good step. There is, however, a Technical Service Bulletin that has you replacing connector C2 (I believe) that comes as a kit from the dealer. I don't know if you want to go that route.
Other folks have shimmed the connectors out from the dash a bit to make better contact with the cluster pins. I'm not familiar with the exact procedures here.

I wonder if it being a former cop car has anything to do with it. Does your Jeep have any aftermarket features like radio, anti-theft devices, remote start, etc.?

No it was small town sheriffs vehicle not an actual police issue though so just a stalk xj i already tried cleaning the connecyors and yhe shim idea guess ill see if the nearest dealer has the connector, i did notice the TSB was pre 2001 so would that still apply to mine?

Maybe not. But who knows.
