Do you have any idea where the wire(s) that were wrapped around the fuse went? The PO (previous owner) had obviously installed a work-around for something... turn signals, maybe?

Can someone message me that knows EXACTLY what the issue is? I don't think it is the combination switch because my high beams work and so do my wipers, which are all on the same lever.

thats what were trying to help you figure out exactly what is the fix .there can be numerous things wrong its not always the same fix on every xj . work with us its gotta be some thing simple if it worked b4 you messed with the fuses.....

you state wires wrapped around the fuse did they go up under the dash or just wrapped around the fuse and did not go any where

Was it just one wire and is it still there, near the fuse block? It was previously wrapped around the fuse so it was providing power to something.

...and your blinkers worked before you removed that wire and swapped the fuses so I agree with both you and odgreen, I don't think it's your multi-switch. Which looks like this, btw...
