Plenty of Wrangler wheels will fit on the XJ (My wheels are from an 03 TJ actually). What you need to check for is the wheel stud pattern. I know 97-06 TJ's will fit but don't know about years before or after. Next you need to consider tire size. You don't HAVE to use the same size tire as you have on the regular wheels, but with a mis-matched tire, you risk trouble if you need to put it in 4wd. My spare is off my previous Jeep (an 00 TJ) and it's 30.5x9.5R15, but the rest of the tires are 235/75R15 --almost-- the same size, but I'm OK with it for emergency use only. I only ever had a flat in a Jeep once in 20 years - and happened to not have my spare with me, but still made the 45 minute drive home (it occurred at work) and was able to repair the tire.
