Cherokee won't get hot/Running Rich

Model: Cherokee (XJ)
Engine: 4.0 Renix
Cherokee won't get hot/Running Rich
Hey y'all
New to me 1987 Renix Jeep won't get up to temperature and I think its causing a rich condition and thus drinking all the gas.
The REM Computer is telling me the MAX temp I am getting is 181F.
REM is telling me that I am in CLOSED LOOP consistently so I don't think its a bad O2 Sensor
REM is also telling me that I am constantly in RICH EX unless decal down a hill.
Exhaust is sooty and I am sure the plugs are getting the same way
Im getting 14mph consistently and it smells crazy rich out the rear end.
What I have changed:
Brand new Duralast 195F thermostat
New MAP Sensor
New IAC
Plugs
O2 Sensor. The one Nick in Time Designs recommends
Wire
Catalytic Converter
Gas Cap
C101 Delete
Ground Refreshing per Cruiser 54
So this is what I'm thinking....
The ECU is getting a colder than normal reading. ECU is expecting 195F+ reading from the sensor and when it doesn't get it, it will throw gas at it and make it run rich to get it up to temperature hence the low MPG.
My next solution is replacing the Temp Sensor that lives on the drivers side of the block under the exhaust manifold.
Let me know what I am missing.
